If someone touch the one or two drops of hiv virus blood and rub the nostril(in front of nose where hairs are located) with that hands, what is possibility to get hiv virus. Very curious. Thank you very much.

What you're talking about doesn't sound risky for HIV.
To get HIV, a body fluid carrying HIV (blood, semen, vaginal fluid, or breast milk) must come out of someone's body and go immediately/directly inside of another person's body.
In the situation you're describing, there would have to be a significant amount of blood literally leaving someone's body and going up your nose...
