I'm sorry to hear about your relative. Persons with HIV/AIDS and active opportunistic infections (OI, like tuberculosis) should begin HIV medications as soon as possible, preferably not waiting until the resolution of treatment for the OI.
Survival depends on many factors, but can be good, if your family member has access to medications and can be adherent to them.
Fortunately most current ART combinations are very effective in persons with high viral loads and/or very low CD4 counts. The specifics will depend a lot on the available regimens in China and the potential for drug interactions with TB medications.
