I would not consider any risk in this potential exposure at all. Your sister has been tested and her risk of getting hepatitis C is low in the first place. Although we always tell people not to share razors, this route is felt to be a very low risk...

Even if your roomate is infected with HIV, it is highly unlikely that HIV would be transmitted to you by sharing a razor. Transmission through sharing a razor is not a likely event; there is no actual evidence that HIV has been transmitted this way....
