0.5 in 10,000 - no 'real' difference between recieving & giving oral??

Dear Dr. Frascino:What are the data to support CDC to set 0.5 in 10000 as the per act risk in inserting oral partner?This is almost as high as 'recieving oral'! Are their any reported cases?Thanks always for your generocity!
