Unreadable results (HARM REDUCTION FOR INJECTION DRUG USE, 2010)

A family member had HIV and STD tests done at local clinic. All the results for STDs were negative. The result for HIV test listed unreadable. What does this mean? There can not be a 3 month waiting period as she is sexually active and occasional...
