are condoms that cover only the head of the penis equally as effective as regular condoms?

i read in one of your posts that HIV cannot penetrate intact skin but that it can penetrate the linings of the urethra. so my question is, since the condoms that just cover the head of the penis prevents access to the urethra are they as effective...
