bleeding gums?

Dr.I recently read somewhere that most people have gums that bleed most of the time, is this statement true? If so wouldn't that mean that there's a greater risk of HIV transmission through kissing and oral sex?...

I was neg at 85 days 3 mos ago. Now developing white rings below gums on inside of lower front teeth. Is this a symptom of possible infection. Haven't seen anything on this posted. Thanks.
