Is it true than antibodies are only produced after symptoms ?

If so,I read it sometimes takes months or years for symptoms to show up. Does that mean it takes that long for the antibodies to show up in a antibody test.Thanks....

Doctors claim that the Elisa antibody test is 99.9% accurate unless you are in a high risk group and your symptoms are clinicly suggestive of hiv infection.
