Florida Governor Jeb Bush Signs Victim Rights Bill
April 23, 2002 On Monday, Florida Gov. Jeb Bush signed into law a bill that requires courts to order HIV testing of sexual offenders whose victims are children or disabled or elderly persons. Miami lobbyist Ron Book, whose daughter is an assault victim, had worked for the law to ensure that HIV test results are no longer held private from victims. It also requires registration of sexual offenders working or attending college. The law takes effect July 1. Bush also signed legislation waiving the $50 filing fee for domestic violence victims seeking to obtain protective orders and requiring that judges tell crime victims their rights or post those rights on courtroom doors.
