AcknowledgmentsThe AIDS Institute has been researching and reviewing domestic HIV/AIDS care and treatment issues for the past two years in anticipation of the 2005 reauthorization of the Ryan White CARE Act. Initially, a Statement of Principles was developed that became the framework for this paper. Many members of the Board of Directors and staff of the Institute participated in the research, review, and writing of this project. Their work is greatly appreciated.Moreover, The AIDS Institute would like to thank the Institute of Medicine staff and study committee members who presented data used in many sections of this paper. In addition, many discussions about the concepts found in this paper were held with colleagues in other national AIDS organizations, consumer groups, community-based organizations, health departments, and other government agencies.
