Kentucky: Bill on HIV Tests Advances
February 28, 2008 On Wednesday, the state Senate passed a bill that would require the Department of Corrections to administer HIV tests to all inmates no less than 30 days before their release. Test results would have to be mailed to the inmate, the prison warden, the Justice Cabinet secretary and the inmate's current legal spouse. The only senator to vote against SB 50, Ernesto Scorsone (D-Lexington), said he is concerned there are not enough protections to keep the testing information confidential. Testing, he said, should be performed at intake so infected inmates could receive treatment. The bill next heads to the House.
