North Carolina Senate Rejects Needle Exchange Programs

By a 47-2 vote Wednesday, the North Carolina Senate approved a budget plan for the next two years. Before signing off on the budget, however, senators voted 39-10 to remove a provision that would have set up three local needle exchange programs to fight the spread of HIV and hepatitis C.
