Texas Legislature Passes Bill to Allow Needle Exchange
April 27, 2007 The state Senate on Thursday passed a bill allowing local health departments to start needle exchange programs. Sen. Bob Deuell (R-Greenville), the bill's sponsor and a family physician, noted the state has more than 56,000 people with HIV and more than 300,000 cases of hepatitis C. He cited research showing that as many as 20 percent of addicts who participate in such programs also seek drug treatment. "We talk a lot about prevention," said Deuell. "There is no good reason for our state to continue to refuse to do what we know clearly works. They do not encourage drug use."
