Council on Foreign Relations Report on Integrating Africa Into World Economy, U.S. Programs

December 9, 2005

  • "More than Humanitarianism: A Strategic U.S. Approach Toward Africa," Council on Foreign Relations' Independent Task Force on U.S. Policy Toward Africa: The task force -- chaired by former U.S. National Security Adviser Anthony Lake and former Environmental Protection Agency Administrator Christine Todd Whitman -- concludes that "a policy based on humanitarian concerns alone serves neither U.S. interests nor Africa's." The report recommends that African countries become more integrated in the world economy and that the continent become an "active partner" in many U.S. programs, including those to fight pandemic diseases such as HIV/AIDS (CFR release, 12/4).
