Policy & Politics Illinois: Opt-Out HIV Testing for Inmates Goes to GovernorMay 19, 2011 HB 1748, under which Illinois prisoners would be screened for HIV unless they decline to have the test, has been sent to Gov. Pat Quinn. Similar approaches elsewhere have dramatically increased HIV testing rates, according to Sen. Emil Jones III (D-Chicago), the measure's sponsor. HIV rates among inmates are as much as three times higher than in the general population, Jones said, and those who know they are infected are better prepared to link with community resources upon their release. The bill requires that inmates be informed of the test, which must be performed by medical staff.
