2011 Budget Deal: What Does It Mean for HIV/AIDS Funding?

Last week, the details of the budget agreement between Congressional Republicans and Democrats were released. The Continuing Resolution, which will fund the government for the rest of fiscal year 2011 (through September), will cut $78.5 billion from President Obama's 2011 budget request and $37.6 billion from 2010 funding levels.

While these cuts are massive, they are considerably smaller than those proposed in the Republican's spending plan, H.R. 1, which among others would have completely defunded family planning programs, including Planned Parenthood. Still, the public health sector faces major decreases in funding, as well as the reinstatement of a Congressional ban on syringe exchange programs in the District of Columbia.

Cuts include $3.4 billion from the Department of Health and Human Services, $730 million from the Centers for Disease Control and Prevention, and $1.2 billion from the Health Resources and Services Administration. AIDS Drug Assistance funding, however, will receive an additional $25 million.

* As part of the budget agreement every agency will see an across the board reduction in funding of 0.2% of their total budget. This reduction is not included in the funding levels listed in the chart above.

** This number includes an additional $25 million in additional emergency funding authorized in July 2010.
