U.S. News Virginia Senate Approves Mandating Family Life EducationFebruary 3, 2011 By a 24-16 vote on Wednesday, the state Senate approved a measure that would require public schools to offer family life education programs aimed at reducing STDs, pregnancy, and substance-abuse problems among teens. Under the bill, sponsored by Sen. Ralph Northam (D-Norfolk), all school divisions would be required to adopt Virginia's Standards of Learning for family life education; any materials and coursework must be evidence-based and medically accurate, and recognized as objective by top health and scientific experts. Northam, a physician, noted the curriculum would still emphasize abstinence. Currently, state law requires the Board of Education to issue grade-level guidelines for family life education, but individual divisions decide whether to teach such courses.
