Right now, states could ask for a waiver so people with HIV could get Medicaid BEFORE they become disabled. State contributions to that care would get Federal matching dollars to stretch further -- AND people could get off ADAP waiting lists ...

Treatment access is an HIV prevention justice issue -- giving people the chance to lower their viral load is not only something that could improve their health; it also could decrease risk of HIV transmission.
