This draft issue brief will become the second of a series of three issue briefs to inform AIDS advocates and others involved in movements for social justice about HIV prevention justice and the social drivers of HIV in the United States. The HIV PJA released an issue brief on Housing earlier this year, and is in the process of preparing a brief on Mass Imprisonment as the third and final installment in the series.
