International News Cabinet Approves Health Minister's HIV/AIDS Plan in South AfricaMarch 11, 2010 South Africa's Cabinet has approved a plan presented by Health Minister Aaron Motsoaledi to scale up HIV/AIDS prevention and treatment, SAPA/Mail & Guardian reports. "The new plan aims to reduce the rate of infection by 50 percent by 2011 and to provide antiretroviral (ARV) treatment to 80 percent of those who need the treatment, government spokesman Themba Maseko told a media briefing on Thursday … Highlights of the new plan included voluntary and public HIV/AIDS testing led by Cabinet members and other leaders from broader society, a move from voluntary counselling and testing (VCT) to HIV counselling and testing (HCT), and a service delivery model that offered testing to all patients at the entry points in all health institutions," according to the news service (3/11).
