U.S. News Obama Budget Allots Millions to D.C. AreaFebruary 2, 2010 President Obama's $3.8 trillion federal budget, submitted to Congress on Monday, includes millions for metro Washington. The proposal provides $5 million to the D.C. Department of Health for HIV counseling, testing, and treatment in areas deemed high-risk and high-poverty. A study last year estimated that at least 3 percent of District adults, or about 15,000 people, are living with HIV -- the nation's highest prevalence rate. The budget would also provide $10 million to Mayor Adrian Fenty's Housing First initiative to create about 240 subsidized apartment units, primarily to house chronically homeless veterans.
