California: County Discontinues Contract With Inland AIDS Project

On Feb. 21, San Bernardino County will discontinue offering Ryan White HIV/AIDS services through the Inland AIDS Project. IAP's approximately 700 clients will no longer be able to access emergency assistance or the AIDS Drug Assistance Program (ADAP) through the nonprofit.

The move was prompted by a 2008 county audit that found IAP was no longer able to adequately administer Ryan White Part A, including emergency assistance, and Part B, ADAP, said county Public Health Officer Maxwell Ohikhuare. "There were certain requirements they need to meet according to the Ryan White funding stream that they were substantially deficient in," said Ohikhuare.

The county plans to transition IAP's clients to other agencies that provide the same services within the Ryan White System of Care in San Bernardino and Riverside counties, said Ohikhuare. These include Foothill AIDS Project in Claremont and San Bernardino and Bienstar in San Bernardino.

Officials with IAP, which has locations in Riverside, San Bernardino, and Hesperia, could not be reached for comment. The nonprofit's Web site confirms Ryan White services will no longer be offered as of Feb. 21. The site says IAP will continue to provide home-based services for case management and home-care assistance, as well as transportation services, mental health counseling, and food and housing support.
