Russia Proposes "Belt of Security" With China, India to Choke Afghan Drug Supply

At a joint news conference Thursday with his Indian and Chinese counterparts, Russia's foreign minister proposed that the three countries form a "belt of security" around Afghanistan. Sergey Lavrov said this would decrease "the drugs and terrorist threat" coming from Afghanistan. Thousands of Russians who became addicted to heroin from Afghanistan and contracted HIV from drug injecting die each year of AIDS-related causes. It was not immediately clear how Lavrov’s proposal would work: Neither Russia nor India borders Afghanistan, and its border with China is just 45 miles long.
