The measure requires first trimester HIV testing for a pregnant woman unless she chooses not to be tested; rapid-result HIV testing during the third trimester or at childbirth under certain circumstances unless the woman declines; and HIV testing of newborns unless the testing contravenes the religious beliefs of a parent of the child.
