Policy & Politics California: Lawmakers Act on Hundreds of BillsJune 7, 2007 The California Assembly on Wednesday voted 41-31 in favor of a bill that would permit public health agencies and nonprofit groups to distribute condoms to inmates in state prisons. The bill now goes to the Senate. While sex acts are illegal in prison, supporters of the legislation say inmates are spreading HIV and other STDs while behind bars, putting themselves and others at risk. Critics maintain that providing condoms would encourage sexual activity. Last year, Gov. Arnold Schwarzenegger vetoed a similar bill, arguing that it conflicted with current laws.
