U.S. News New York: Politicians Want HIV Tests for KidsMay 9, 2007 Under a bill co-sponsored by Assembly member Dick Gottfried (D-Manhattan) and Sen. Tom Duane (D-Manhattan), health professionals in New York state would be required to offer HIV testing to every patient ages 13-64 "as part of standard diagnostic services." There would be civil penalties for those in violation of the law, though these are unspecified. The requirement would not be enforced in emergency situations.
