Rhode Island: State Prison Doesn't Want to Distribute Condoms

Officials at the state Department of Corrections are opposed to giving condoms to inmates, a policy recently recommended by the National Minority AIDS Council. Ellen Alexander, assistant director of administration at DOC, said sex between inmates is prohibited at state Adult Correctional Institutions, and "if we provide condoms we'd be condoning coercive sex." About 14,000 ACI inmates are tested for HIV each year, and some 3 percent of those are found to be positive, said Dr. Josiah Rich of the prison's infectious-diseases program.
