New Jersey: Needle Exchange Opponent Sponsors Bill to Fund Outpatient Drug Abuse Treatment Centers

State Sen. Ronald Rice (D), the leading opponent of needle exchange in New Jersey, wants the state to provide $100 million for outpatient drug abuse treatment centers and residential care facilities for people with HIV/AIDS. Rice's bill, which is co-sponsored by state Sen. Tom Kean Jr. (R) calls for $10 million in initial funds for three live-in sites and three out-patient programs. At present, Rice said, Newark's Broadway House is the state's only facility offering social services and nursing care to HIV/AIDS patients. New Jersey is the only state that provides neither needle exchanges nor non-prescription access to sterile syringes for IV drug users.
