Congress To Act On Final FY '96
Appropriations For HOPWA, McKinney/HAG This Week!!!

Urgent Action Needed

The House and Senate are expected to act quickly this week to finalize a full-year Continuing Resolution (CR) for FY '96. The Senate Appropriations Committee is scheduled to vote this Wednesday, March 6th at 2:00 pm on an "omnibus" CR that will include the four remaining FY '96 appropriations bills, including the VA/HUD bill that will provide FY '96 funding for the HOPWA and McKinney/HAG programs. The House is expected to consider its version of an "omnibus" CR on Thursday, March 7th.

House and Senate leadership are negotiating on the details of these omnibus CRs, taking into consideration the Administration's list of "add-backs" -- funding increases for the Administration's "priority" programs.

Unfortunately, although the Administration is requesting almost $2 billion in additional funding for VA/HUD programs, it is not requesting any additional money for HOPWA or the McKinney/HAG program. This means that Congress and the Administration could actually decide to further cut HOPWA and McKinney/HAG, in order to offset the costs of providing additional money for the President's priority programs, like Americorp!

ACTION: Call and fax the White House, your Representatives, and your Senators TODAY.
  • Funding for HOPWA and the McKinney/HAG program is already too low to meet the needs of homeless and near-homeless people living with HIV/AIDS. Urge your elected officials to appropriate the highest possible FY '96 amounts for HOPWA and McKinney/HAG.

  • Demand that, at a minimum, the Administration and Congress protect the FY '96 funding levels of $171 million for HOPWA and $823 million for McKinney/HAG previously included in the VA/HUD Appropriations conference report. These amounts already represent drastic cuts in funding to communities across this nation, and it is unconscionable to consider making further cuts in these programs to offset restorations in any other programs.
