Senate VA/HUD Subcommittee Mark-Up Complete
HOPWA Funding Increased $8 Million

Full Senate Committee mark-up on Thurs. July 17th

On Tuesday July 15th, the Senate VA/HUD Appropriations Subcommittee approved an $8 million increase for HOPWA in its FY '98 VA/HUD Appropriations bill. The $8 million increase -- for a total of $204 million -- in FY 98 funding is the amount requested by the President and matches the level the House has proposed in its VA/HUD Appropriations bill. (At the time of this writing, the full House is debating this bill and will pass tonight or tomorrow.)

Unlike the House, however, the Senate subcommittee did not include any report language directing HUD to examine changes in HOPWA. The changes would include changes to the formula, examine the feasibility of a matching funds requirement, to implement a tracking system, or to issue guidance for updating information from grantees. Additionally, the Senate did not include legislative language allowing the HUD Secretary to designate, on a non-competitive basis, one or more organizations that provide food services to homebound individuals with HIV/AIDS to receive grants of no more than $250,000. These grants would be funded from the non-formula portion of the total allocation to the HOPWA program.

The Senate VA/HUD Appropriations bill will now go before the full Senate Appropriations committee for a vote. The full committee will consider the bill on Thursday July 17th at 3:30pm EST.

ACTION: Call your Senators on the Full Appropriations Committee and them to protect and support the $8 million increase for HOPWA in the FY'98 VA/HUD Appropriations bill.

If your Senator is not on the Appropriations Committee, urge them to contact Chairman Stevens (R-AK) and Ranking Minority Member Byrd (D-WV) with their support for maintaining the HOPWA increase.
