The House Labor-HHS Appropriations Subcommittee and the Senate VA/HUD
Appropriations Subcommittee voted on their FY'98 bills today. There were no
negative or hostile amendments offered during either of the subcommittee votes. However, we do expect attacks on needle exchange and attempts to transfer HIV prevention funding to other disease accounts during the House full Appropriations Committee consideration of the FY '98 Labor/HHS Appropriations bill. We have no reason to believe that HOPWA funding will be subject to attack.
AIDS programs were funded as follows:
FY '98 Labor/HHS Appropriations bill
- a $5.0 million increase for CDC HIV prevention programs --$12 million less than the President's request
- a $73 million increase for AIDS research at the National Institutes of Health -- $33 million more than the President's request. The consolidated budget authority of the OAR was preserved.
- a $172 million increase for Ryan White CARE Act programs distributed as
follows:

The Labor/HHS Appropriations bill will now go before the full House
Appropriations Committee for consideration and a vote. This will occur on July 25th (Friday). We expect hostile amendments to be offered at that time. Rep. Istook (R-OK) may offer an amendment transferring prevention funding to diabetes prevention. Rep. Wicker (R-MS) may offer an amendment removing the HHS Secretary's authority to lift the ban on federal funding for needle exchange
programs.
FY '98 VA/HUD Appropriations bill
- an $8 million increase for HOPWA - matching the President's request (As you already know, the House provided the same increase for HOPWA in its version of
the bill. )
The VA/HUD Appropriations bill will now go before the full Senate Appropriations Committee for consideration and a vote. This is tentatively scheduled for July 22nd.
