Dornan May Be Out But He's Not Down!

After celebrating victory in successfully defeating Rep. Robert Dornan's (R-CA) HIV military ban in H.R. 3019, the omnibus appropriations bill, he reminds us that victory can be fleeting. Rep. Dornan wasted no time in including a modified version of his HIV military ban provision into the current draft of the FY '97 Defense Authorization during a Personnel Subcommittee Meeting (which he chairs) last Thursday. This latest provision differs slightly, in that it would offer health benefits to dependents and exempt service members with 15 years or more of service. The FY '97 Defense Authorization will come before the full House National Security Committee by Wednesday morning, May 1.

Action: Contact the following targeted members of the House National Security Committee and urge them to reject Rep. Dornan's blatantly discriminatory provision to once again discharge service members with HIV. Remind them that 56 Senators co-sponsored legislation to repeal this provision and that the House should not add contentious provisions that have been repealed by the House and Senate:
