Proven Approaches, Core Principles

Although HIV prevention for diverse MSM communities is complex, proven and effective tools exist, and must be further developed and supported. Through extensive research and experience, the core principles of effective HIV prevention have been clearly established: ^(1,57,58,59)

• Facilitate ownership by affected communities of the fight against HIV;

• Implement prevention interventions based on accepted scientific research and rigorous program evaluation;

• Target interventions to those in greatest need;

• Carefully tailor interventions to ensure their cultural relevance to the target population and involve the target populations in the development and delivery of prevention programs; and

• Reinforce HIV prevention messages and revise prevention approaches to reflect changing circumstances.
