Texas: County Judge Wolff Tells Staffers to Fix AIDS Slip-Ups

On Tuesday in Texas, Bexar County Judge Nelson Wolff ordered county officials to remedy the recurring problem of underspending annual federal HIV/AIDS funds. San Antonio AIDS Foundation officials complained at the Bexar County Commissioners Court meeting Tuesday that county HIV Services Coordinator Anna Resendez was not competently administering the county's AIDS program, and they called for her removal from the position she has held for six years. Group officials were reacting to the news that $463,109 of the $3.4 million in Title I funding for 2002-2003 had not been spent. One year ago, the same officials learned that $1.6 million in federal funding had gone unspent in seven years. SAAF Executive Director David Ewell said the county's consistent underspending is threatening future funding for its growing population of HIV-infected people. The federal government allowed the county to reallocate the funds but reduced its 2003-2004 Title I allocation by $70,000.
