California: Orange County Cuts Health ServicesJune 18, 2003 In Orange County, Calif., health officials plan to close eight part-time clinics, make severe cuts in mental health services, and reduce staff for STD testing. Although forced to balance the budget with $130 million less than last year, the Board of Supervisors increased the Orange County Health Care Agency's budget by 5 percent for the fiscal year beginning July 1. Department officials, however, said higher costs mean they would need $23 million more to keep services at current levels. A final vote on the budget is scheduled for June 24.
