A small Congressional faction quietly slipped a provision into the Welfare Reform Act of 1996 allocating millions for abstinence-only-until-marriage programs -- programs that, like those in Iran, must censor information about condoms for the prevention of unintended pregnancy and sexually transmitted disease, including HIV.
