At Forum, President Bush Will Withhold $5.1 Billion in Anti-Terror Money

August 13, 2002

President Bush plans to announce at an economic forum today that he will not release $5.1 billion officially earmarked for fighting terrorism. Bush signed a $28.9 billion anti-terror emergency "supplemental" budget measure on Aug. 2 but did not commit to spending the $5.1 billion; he had one month to decide to spend all or none of it. Almost half of the $5.1 billion was for homeland security, but it also included $200 million for fighting AIDS, TB and malaria overseas. Some administration officials said Bush was blocking the money as a signal to Congress to rein in spending.
