Editorials and Commentary Preventing AIDSDecember 18, 2001 "To the Editor: The recently passed House bill authorizing increased spending to combat AIDS is a step in the right direction. It is mystifying, however, that an AIDS bill emphasizing prevention fails to mention, even once, one of the most critical weapons in the battle: condoms. "Condoms, combined with education, are currently the only effective means for sexually active people to guard against HIV. Yet these lifesavers are scarcely available in the countries that need them the most. In sub-Saharan Africa, the region hardest hit by the AIDS pandemic, the typical man has fewer than five condoms to use each year. Any credible United States initiative to truly combat AIDS must explicitly recognize the crucial role of condoms in HIV prevention efforts. Without condoms, the war against AIDS will never be won."
