Tampa Hillsborough Action Plan Given Extension to Produce Audits

The Hillsborough County Commission voted yesterday to cancel more than $1 million in contracts with the Tampa Hillsborough Action Plan (THAP) because of the embattled agency's failure to provide audits for the last three years. Commissioners agreed, however, to delay the cancellation until Feb. 28, enabling THAP to continue care for its clients who have HIV/AIDS -- clients who urged the board not to cut them off. The vote followed repeated apologies from THAP's founder, who pledged to have comprehensive audits by January. If the audits are complete and reveal no problems, THAP would be cleared to rebid for state, federal and local grants, said County Administrator Dan Kleman.
