Changes Would Raise Anti-Terror Bill

June 4, 2002

Although President Bush says the Senate's $31 billion counterterrorism bill is already too expensive, lawmakers are likely to add numerous amendments. Among these is one from Sens. Jesse Helms (R-N.C.) and Bill Frist (R-Tenn.), which will seek to add $400 million to the $100 million already in the bill to fight AIDS abroad. Senators Richard Durbin (D-Ill.) and Arlen Specter (R-Pa.) prefer a $600 million addition.
