Prison HIV Rate "Soars"May 16, 2001 In Namibia, the number of prison inmates infected with HIV soared from 80 in 1997 to 383 at the end of last year, said Prisons and Correctional Services Permanent-Secretary Mbeuta Ua- Ndjarakana. This figure means that almost 10 percent of the country's prison population of 4,000 are infected. Ua-Ndjarakana said that his ministry did not believe the provision of condoms to prisoners would be a way of curtailing the transmission of HIV. Providing condoms would not only legitimize sodomy but would also encourage homosexual activities in prisons, he said.
