November 12, 2001

The Senate has approved the District of Columbia's $5.3 billion budget for fiscal 2002. The bill (HR 2944) permits Washington to fund needle exchange programs with its own money; allows the city to provide medical insurance to unmarried partners of District employees; permits hiring a lobbyist to advocate full voting representation for the District in Congress; and caps lawyers' fees in certain suits against the city involving students with disabilities.
