Allegheny County, P.A. Health Board Clears Way for Needle Exchange

November 30, 2001

The Allegheny County Board of Health on Wednesday declared a state of public health emergency for HIV and blood borne diseases, paving the way for a clean needle exchange program for intravenous drug users. The pilot program will be administered by an agency that has yet to be chosen. This action will make it easier for that agency to solicit the private funds it will need to operate. The needle exchange program, which is still in the planning stage, will be aimed at reducing the spread of AIDS and hepatitis that can occur when drug users share contaminated needles.
