News Briefs US to Provide AIDS Assistance to VietnamSeptember 10, 2002 The United States signed an agreement with Vietnam on Monday to provide up to $20 million over the next five years for AIDS prevention and care, according to the US Embassy. Just over 9,000 new cases of HIV infection were logged in Vietnam in the first seven months of this year, bringing the total number of known HIV cases in the country of 79 million to 52,434. Health experts said the actual number could be twice that. The US Agency for International Development will fund a program to reduce AIDS among high-risk groups and work with Vietnam's Ministry of Health to improve AIDS policies and reduce discrimination. AIDS activists say it is difficult to reach high-risk groups because prostitution and illegal drug use are stiffly punished. "We... need to eliminate the confusion between HIV/AIDS and social evils," said Ambassador Raymond Burghardt in a statement. "HIV is a virus, not an evil."
