Former Japanese Health Ministry Official Found Guilty in AIDS Scandal

September 28, 2001

The former head of the Health and Welfare Ministry's biologics and antibiotics division, Akihito Matsumura, was found guilty of negligence yesterday for failing to stop the sale of untreated blood products. He was given a one-year prison sentence suspended for two years, a Tokyo District Court spokesperson said. The ruling means that Matsumura will avoid jail. Prosecutors said the ministry failed to ban the sale of untreated blood products despite knowing they were dangerous. Since the first half of 1980s about 1,800 hemophiliacs in Japan have contracted HIV from untreated blood products. More than 500 have died.
