Officials Say State Didn't Qualify for Funds

After a federal agency's letter did not reach the right person, Arkansas last week was denied a $725,760 grant from the Ryan White AIDS Drug Assistance Program. But on Wednesday, Health Department spokesperson Donnie Smith told a legislative health subcommittee that "we as a state did not qualify to begin with." Smith said that federal officials, who had allowed the state to appeal their initial refusal to grant the funds, yesterday informed the department that Arkansas did not qualify. Smith said Arkansas was not in compliance because it has approved 35 drugs for use by AIDS patients (the federal limit is 10), and the state's income limit is 300 percent of the poverty level (the federal limit is 200 percent).
