The Microbicide Development Act of 2001

Are Your Legislators Signed on as Co-Sponsors of the Act?

January 2002

A note from TheBody.com: Since this article was written, the HIV pandemic has changed, as has our understanding of HIV/AIDS and its treatment. As a result, parts of this article may be outdated. Please keep this in mind, and be sure to visit other parts of our site for more recent information!

The Microbicide Development Act of 2001 was introduced by Rep. Connie Morella (Rep-MD) and Rep. Nancy Pelosi (Dem-CA) in the House of Representatives on June 28 as House Resolution 2405, or HR 2405. Senator Jon Corzine (Dem-NJ) introduced similar legislation in the Senate on November 30 as Senate Bill 1752, or S 1752.

If passed, this Act will help ensure that the U.S. government's investment in microbicide research and development is increased substantially. Microbicides are products designed to be applied topically -- just as existing contraceptive creams, gels and suppositories are used now. But their main function will be to reduce risk of infection by killing or disabling microbes that cause sexually transmitted diseases, including HIV. Over 50 potential microbicides have been identified and are in the research pipeline. Microbicides will offer additional protection when used with condoms. But, most importantly, they will give those who can't insist that their partners use condoms a way of protecting themselves.

Right now, just 1 percent of the U.S. budget for HIV/AIDS research -- one cent of every dollar -- is spent on developing microbicides. With the boost in investment this Act provides we could have an effective microbicide on the market in five to seven years. Without the boost, it's likely to take a lot longer!

The Microbicide Development Act of 2001 is specifically written to:

  1. create a "Microbicide Program" at the National Institutes of Health (NIH),
  2. require the expansion and coordination of microbicide research activities at the NIH and the Centers for Disease Control and Prevention,
  3. require regular reports to Congress on the progress of this coordinated initiative and
  4. authorize the appropriation of "such sums as necessary" to carry this work forward throughout fiscal years 2002-2004.

What Can You Do to Help Get This Bill Passed?

  1. E-mail and then call your Representative and ask him/her to co-sponsor HR 2405 if he/she hasn't done so already (see below for names of House and Senate co-sponsors we need right now).
  2. E-mail and then call both your Senators and ask them to co-sponsor S 1752 if they haven't already.

How do you do that? If you're not sure who represents you, ask the League of Women Voters (listing in local phone book) or check on the web at www.house.gov/house/MemberWWW.html. There is one member in the House of Representatives for your district and two Senators for your state.

To reach any Representative or Senator, call toll free 1-800-648-3516 and ask for him/her by name.

To e-mail, fill in the name of the person you're writing wherever it says "firstname" or "lastname" below. E-mail your Representative at firstname.lastname@mail.house.gov. E-mail your Senators at senator@lastname.senate.gov.
