A couple groups are most at risk. There's an ongoing issue with laws, even in this day and age, even when we think we are living in a more just society after what we call our "American civil rights movement," we still have -- disproportionately -- people accused and criminalized. These are sometimes men who have sex with men, intolerance toward the LGBT community and people of color.
