Executive Summary

Alicia Keys, as part of the EMPOWERED campaign, is spearheading The EMPOWERED Community Grants Program to help advance community-level efforts focused on women and HIV/AIDS. The grant program will be administered by AIDS United, with guidance from the Kaiser Family Foundation.

The Program will provide grants of $10,000 to $25,000 to selected community-based organizations. Grant proposals will be accepted through an annual Request for Proposals (RFP) process administered by AIDS United. Selections will be made with input from an advisory council of experts. The deadline for submission of grant applications is 11:59 pm Eastern Time, Wednesday, May 15, 2013.

The Program is part of a broader effort by Alicia Keys to reach women in the U.S about HIV/AIDS, including a cross-platform public information campaign developed with Greater Than AIDS, called EMPOWERED. Other elements include targeted media messages and community outreach. Greater Than AIDS is a leading response to the U.S. domestic epidemic led by the Kaiser Family Foundation together with the Black AIDS Institute and supported by a broad coalition of public and private sector partners. Overview -- EMPOWERED Community Grants Program

The EMPOWERED Community Grants program looks to play a strategic role in supporting the development of model programs that address the needs of underserved women. The EMPOWERED Community Grants program offers support to the HIV/AIDS community at a critical and historic time -- to continue progress of recent decreases in HIV among women.

The EMPOWERED Community Grants Program seeks to support innovative programs that include a focus on marginalized, underserved populations of women (including transgender women) that traditionally have less access to prevention and care services. These may include, for example, pilot projects focused on HIV within an organization with a strong history of working with women or expansion projects that look to scale or augment existing work with women at risk for, or living with, HIV/AIDS. Proposals are sought that spur innovative solutions to problems that have existed for women at risk for, or living with HIV/AIDS since the beginning of the epidemic -- intersecting structural barriers to HIV care that include: policy barriers, systems of care that do not address health needs with gender- or cultural- competency, a lack of quality HIV care in rural or impoverished areas, a lack of self-efficacy among women living with HIV/AIDS, the need for trauma recovery and/or gender-based violence services for women living with HIV, the need for increased leadership and political power in affected communities, and stigma and its impact on prevention, care, and quality of life.

In addition to cash grants, selected projects will also have access the communications assets offered as part of the EMPOWERED campaign, including customizable promotional and informational materials (ads, fliers, digital assets, etc.). Submitting organizations are encouraged to utilize these resources to support outreach efforts and thereby reserve grant funds for programmatic work.
