"While HIV/AIDS policy and funding have received more attention than usual in recent months, the state continues to reel from budget cuts prompted by sluggish tax revenue. ... Ten California counties are rolling out healthcare reform in advance of 2014, when healthcare reform takes effect nationally. ...
